"recording failed because we experienced some technical difficulties"

When I try to record any show on Channel 1003 in Fairfax County, Virginia, I get the missed recordings message, "Recording failed because we experienced some technical difficulties".  

What is the nature of those "technical difficulties"?

All other channels and shows record fine on my DVR cable box. Only a tiny, tiny, fraction of my DVR's hard drive is full.

The shows I want to record on Channel 1003 appear in my Series Manager. They just don't record!

Why is Cox doing this? What can I do? If I do it, will Cox Cable fail to record my Channel 1003 again?
