Customer Service?

Spoke with a representative back on Aug 29th because my bank account had been debited by Cox in the incorrect amount. $198.45 was debited instead of $26.51. When I spoke with the representative back on the 29th she was having issues processing the refund request but she said she would speak with a supervisor and get it put in. She did inform me that the process would take 15 days to get a refund check out. I explained to her that the amount of time she indicated was not acceptable as that amount of money should never been taken out of my bank account. She said that she would put in an expedite request. Since she was having issues entering the request I asked for a call back to let me know all of the issues were taken care of. I never got a call back. I called again on 9/2 since I never heard back from the representative. On 9/2 the representative didn't seem sure that a refund request was ever filed so he filed another one. He informed me of the time frame and I told him that wouldn't work. I asked to speak to a supervisor and he put me on hold for a long time. When he can back he said the money was going to be credited directly back into my account in three days. Today is 9/10 and since I haven't seen any money credited back in my account I called in again. The representative I spoke with today filed yet another refund request and informed me it would be 15 days for the refund. Went over all of the the discussions i've had with the previous two reps and there wasn't anything she could do. Asked to speak to a supervisor and after being on hold for 20 mins I was transferred to a supervisor named Collin. Collin filed yet another refund request and told me it would be 15 days for a refund. Did nothing to try and fix the situation and make it right.

Couple of questions

Why was I lied to and told that I was going to get money transfered back into  my account if that wasn't the case?

How many refund requests have to be done to get the refund processed correctly?

Why does it take so long to get money refunded back that you should have never taken in the first place?

Anything that can be do to expedite?
