Why are all Rangers games in Baton Rouge broadcasting spanish audio? Channel 1038 only during games

I've confirmed this with multiple other Cox customers in Baton Rouge and it is still an unresolved matter.  Rangers games on the HD Fox Sports channel 1038 have English commercials but as soon as the game comes on the audio switches to the official Texas Rangers spanish radio broadcast.  I've tried calling Cox 3 times about this, but it is always after hours for the local store here and no one else is having this problem except for Baton Rouge.  I have not been able to find any way to contact Fox Sports to alert them of the issue.  Also, interestingly enough the standard definition channel 38 is the normal english broadcast.  HELP ME. I'M A RANGERS FAN.
